In the UK unlike some jurisdictions the wearing of protective head gear by cyclists has never been required by Law.
The effectiveness of cycle helmets is controversial and has been much debated in literature and elsewhere. It is not as clear cut as wearing a seatbelt or motor cycle helmet. Everyone has their own reasons for choosing whether or not to wear a helmet. Some feel safer and more confident and would not leave home without one, and some simply do not want to ruin their hair.
